| 摘 要： | 省直管县财政体制改革要以减少财政层级为突破口，合理划分地方各级政府的收支范围，完善转移支付制度，理顺上下级财政关系，建立起规范的地方二级财政体制，以此来带动行政管理体制改革，虚化市级政府，从制度上保障基层政府提供公共服务的能力和效率。

| Abstract: | Taking the reduction of financial level as breakthrough, we will divide rationally the range of the incomeoutcome of local govermnent, perfect transfer payment system, straighten out the superior and the subordinate relations and establish normative secondary financial system improving the reform of financial system of the county directly governed by the province. Thus, we can promote the reform of administrative management system, weaken municipal government and guarantee the capability and efficiency of public service provided by grassroot government on system. |
