人民公社初期农村劳动力的流动与管理

人民公社初期农村劳动力的流动存在两种不同的流动类型,即国家计划控制下的流动和农村劳动力的自发流动。从性质来看,当时农村劳动力的流动有发展性因素,但主要是生存性流动。显然,这与传统的工业化和城市化理论并非一致。出于建立计划管理的需要,政府对农村劳动力的流动进行了干预。然而,尽管过分的人为干预并不可取,但二元社会的形成并非根源于户籍管理制度。
