| 摘 要： | 加快桂林旅游和服务业综合改革的“两改”建设，其目的都是为了加快桂林经济发展方式的转变，提升桂林在国家区域发展总体战略中的地位和作用，探索一条以旅游为龙头的服务经济发展新路子。综合性、突破性和示范性是桂林“两改”共同的价值诉求。必须按照“两改”目标，先行先试，整体推进，为全国同类城市开拓新路，为全国生态资源丰富、不适合大规模发展传统工业的同类城市提供示范。
