要素协同、情感联结与基层治理现代化

基层治理是国家治理的核心场域,基层治理现代化从属于国家治理现代化的范畴。基层治理现代化需要平衡对制度、技术的倚重和对文化、情感的淡化之间的关系,它既是国家、地方与基层三级联动的过程,需要织密要素协同网;又是政府、社会与公众三者互动的过程,需要织密情感联结网。要素协同与情感联结作为两个影响基层治理的重要因素,构成了基层治理现代化的变量函数,成为“基层之治”的“密钥”。通过对多个案例的分析发现,要素协同与情感联结的共同作用可以有效诠释政府如何突破以往基层治理受自上而下的科层束缚以及弥合政府、社会与公众三者之间的情感“嫌隙”,从而促进多重治理要素的流动、融合与协同共生,重构政府、社会与公众的情感关系,推动基层治理体系和治理能力现代化。

Element Synergy,Emotional Connection and Modernization of Community-level Governance

Community-level governance is the core field of national governance.Attached to the modernization of national governance,the modernization of community-level governance needs to balance the relationship between relying on systems and technologies and weakening culture and emotion.It is a process of coordination among the central,local and community levels,which needs the synergy network of key elements.It is also a process of interaction among the government,society and the public,which needs to weave the emotional connection network.As the two important factors that affect community-level element governance,element synergy and emotional connection constitute the variables of the modernization of community-level governance,and become the"key"to community-level governance.Case studies show that the combination of element synergy and emotional connection can effectively explain how the government breaks through the previous top-down bureaucracy and bridge the emotional gap between governments,society and the public,thus promoting the flow,integration and co-existence of multiple governance elements,reconstructing their emotional relationship and promoting the modernization of community-level governance system and governance capacity.
