Political Mobilization in Foreign Policy and American’s Iran Policy after the Cold War

In 1994,the U.S.government initiated its new policy of Dual Containment towards Iran.It was a typical example of political mobilization.Not only was it America’s reaction to its alliances’ rejection,but it was also the Clinton administration’s response to an increasingly overbearing Congress in matters of foreign affairs.Dual Containment later inevitably developed into fierce competition between the "Hawk" and "Ultra-Hawk" groups,which did not bring about a change in Iran’s behavior on the specific issues.
