| 摘 要： | 中国的周边政策是中国对外战略的重要组成部分,中国的周边地区则构成了中国关键的国际环境。在改革开放前后两个阶段,中国的周边政策均服务于中国的战略目标:维护国家安全和领土完整,创造稳定的周边环境,构筑"与邻为善、以邻为伴"的睦邻友好关系,并在国际格局变化的大背景下,坚持中国的相关原则,实现因应形势的战略变化。在新时期,中国周边政策成功创造了良好的周边环境,为国家外交总体目标的推进,为经济建设服务,作出了巨大的贡献,成为新中国外交实践的一个突出方面。
