新时期京津冀公共服务多元化协同供给机制建设

公共服务的多元化供给是实现区域经济高质量发展的战略支撑。为了补齐京津冀公共服务供给短板、增强公共服务供给弱项、提升公共服务供给质量,满足京津冀城乡居民对美好生活的向往,深化三地公共服务供给侧改革,建立以京津冀协同发展需求为中心的多元化公共服务供给协同机制尤为必要。基于对京津冀公共服务供给的分析,本研究提出新时期应通过深化重点领域体制改革、优化服务需求表达机制、强化多元化主体供给、优化公共服务评价机制等措施,来提升京津冀公共服务多元化协同供给能力。

The Construction of a Multiple Coordinated Supply Mechanism of Public Services in Beijing-Tianjin-Hebei Region in the New Era

The diversified supply mechanism of the public service is a strategic support for achieving high-quality development of regional economy. This study insists that, to make up for the shortcomings of public service supply in Beijing-Tianjin-Hebei Region, strengthen public services supply weaknesses, improve the quality of public service supply, satisfy the needs of urban and rural residents in Beijing-Tianjin-Hebei Region for a better life, and deepen the reform of the public service supply-side of the three places, it is particularly necessary to establish a coordinated supply mechanism of multiple public services centered on the coordinated development of Beijing-Tianjin-Hebei Region. Based on the analysis of the Beijing-Tianjin-Hebei Region public services supply, this study proposes that measures, such as deepening system reforms in key areas, optimizing the service demand expression mechanism, strengthening the supply of diversifi ed entities, and optimizing public service evaluation mechanisms, etc., should be adopted to improve the diversifi ed collaborative supply capabilities of the public service in the new era.
