| 摘 要： | 外来人口犯罪问题是影响社会治安的老问题,也仍然是社会治安的热点和难点问题。为此,要转变观念,对外来人口实行“居民待遇”,依靠外来人口和本地人口携手共同对付犯罪特别是外来人口犯罪。同时,要依照“切实、深化、发展”三原则,构筑并不断完善社会治安防控体系,推进治安防控工作社会化。
