公安基础工作是公安工作的重要组成部分 ,是公安工作赖以生存的支柱。推动和促进公安基础工作发展 ,必须以人为本 ,走内涵式发展道路 ,向素质要警力 ;依托科技 ,坚持科技强警战略 ,不断增加基础工作的科技含量 ;积极探索新形势下群众工作的新形式 ,建立完善新型的群防群治组织网络 ;改革调整传统的管理体制和运行机制 ,有效提高公安机关控制社会治安的能力。

The basic work occupies an important part in the whole process of the political function. And it assures the existence of the police in our country. For the purpose of expediting the basic work of police, the attention should be focused on the policemen themselves; thus, the improvement of the quality of the political force becomes the guarantee of the development. Meanwhile, the reinforcement of the political force should depend on the scientific technology. In addition, the new forms of the mass work under the new situation must be studied and the new net of public defense and public order in our society should be established and perfected. The traditional system of management and operation should be adjusted and innovated. Thus, the ability for the police to keep the public order will be effectively improved.
