| 摘 要： | 由政府社会治安职能的二重性可以确定审视和评价社会治安综治的两条标准。一条标准是政治性标准,另一条标准是社会性标准。从政府的视角,综治工作模式实现了最初设计的政治目标;从公众的视角,综治工作在满足公共安全需求方面还有很大差距。为适应经济社会发展的要求和公众的评价标准,综治工作模式必须进行转型和整合。

| Abstract: | The function of social security in government has dual attributes,namely political nature and public nature,which determine and assess social comprehensive security management.In according to political standard,China comprehensive control of social security realizes political targets successfully.But the system has not satisfied the need of public security sufficiently.The model of comprehensive control of social security must transform in order to meet the standard of public and adapt development of economy and society. |
