国民政府边疆民族政策初探

清末民初,中国的民族观发生了很大变化,由汉族主义到五族共和,到大中华民族,再到中华民族一元理论,经历了小民族观到中民族观,再到大民族观的演变过程;由民族歧视和不平等变为民族平等。这些思想和理念的变化深刻影响了国民政府的边疆民族政策,形成了以民族平等,扶植边疆民族自治能力,发展边疆经济、文化事业为主要内容的边疆民族政策。本文以档案史料为依据,对民国时期的民族思想和理念,国民政府边疆民族政策内容及历史价值等做理论概括。

Exploring the Nationality Policy on the Frontier by the National Government of Nanjing

At the turn of The Qing Dynasty and Nanjing Nationalist Government,ethnic views in China experienced a fundamental change from Han chauvinism to "five-nationality unity" to the concept of Chinese nation to the theory of Chinese nation unity,generally a narrow concept developing into an inclusive one and national discrimination into equality.These changes represented an overwhelming influence on the policies on the frontier adopted by the National Government of Nanjing emphasizing ethnic equality,frontier ethnic autonomy,economic development and ethnic culture and education.The paper,based on historical materials,examines and evaluates the ethnic ideas and concepts,content of the ethnic policy and their significance in the nationalist period.
