土司与边地社会的抗战动员——从“远东”对边疆宣慰团的评论说起

为了对滇边土司民众进行抗战动员,国民政府军事委员会委员长昆明行营组建了边疆宣慰团。该团于1942年7月2日从昆明出发,年底完成对滇越边境土司民众的宣慰。1943年春,又奉令转赴思茅、普洱,沿滇缅边境一带宣慰,到1944年结束。因人才问题,该团在宣慰中未使用夷文夷语,还存在收取大烟、银元半开,勒索、骗取边民财物,向边民摊派款项,团长高玉柱抽鸦片等现象,但宣慰滇边以土司为主要对象,有必要性和可行性。

The Chieftain and the Anti-Japanese War Mobilization of Frontier Society:Speaking from the "Far East" Comment on the Pacification and Propaganda Delegation Assigned to Borders of Southwestern China

In order to mobilize the tusi and the masses of the people of Yunnan frontier to take part in the war of resistance against Japan, Kunming office of the Chairman of the military Commission of the National Government established the pacification and propaganda delegation assigned to borders of southwestern China.On July 2,1942,the delegation set out from Kunming, and completed its pacification and propaganda to the tusi and the masses of the people living on the Dian Vietnam border at the end of the year.In Spring, 1943,the delegation went to Simao, Puer to pacificate and propagate the tusi and the masses of the people along the Burma-Yunnan border,and end in 1944.Because of lacking of talents,the delegation did not use the language of Yi people,and there were still phenomena such as collecting opium,half silver yuan, extorting money, defrauding the people living on the frontiers, distributing money to the people living on the frontiers, and Gao Yuzhu, the head of the delegation,smoked opium.however,it is necessary and feasible to take the tusi as main object during the pacification and propaganda to the Yunnan frontier.
