| 摘 要： | 要实现中共十六大报告提出全面建设小康社会目标之一"基本普及高中阶段教育,消除文盲",加大对西部民族地区的教育投入是最基本的措施之一.从现在开始,不能放弃对每一个适龄儿童的教育和培养,普及高中,消除文盲的目标才能实现.
