民族村寨旅游开发的政策选择

民族村寨旅游是我国乡村旅游的重要形式。作为一类特殊社区,民族村寨的旅游开发离不开政府的引导和扶持,而合理的政策选择是贯彻科学发展观、充分发挥政府主导作用的前提。本文从民族村寨旅游开发的基本理念和目标出发,结合旅游开发现状与存在的问题,从立法、制度建设、财政刺激、技术支撑、监控评价等方面探讨实现民族村寨旅游合理开发和促进乡村社会和谐发展的政策工具。

The Choose of Policy on the Tourism Development of Ethnic Village

Ethnic village tourism is an important type of rural tourism in China. As a special community,the tourism development of ethnic village needs the lead and help from government.The choose of suitable policy is just the precondition of practicing the scientific developing idea and exerting the leading role of government sufficiently.The paper first gives the basic concept and the target of ethnic village tourism.Then,under the condition of tourism development,and to solute some problems in point,the author tries to find the suitable policy of promoting the tourism development of ethnic village and the harmoniousness of rural society on the aspects of legislation,institution,finance,technique,and supervision.The author also emphasizes that it should be flexible to choose policies,and that according the change of the stage of travel market and tourism development and the methods of the two,the policy should be adjusted toward the object of the development of ethnic village tourism.
