论群众工作是公安机关“三基工程建设”的核心

公安部于2005年底制定推行的“抓基层、打基础、苦练基本功”（以下简称“三基”工程）的重要决策，是加强公安基层基础建设的重要举措，而其核心则是群众工作。在落实“三基”工程实践中，着重做好群众工作，是“三基”工程中的应有之义，是符合胡锦涛总书记提出的民生工程建设和科学发展观的。要使“三基”工程建设取得成效，必须着重做好群众工作，在思想上高度重视，在实践中精心打造，才能使“三基”工程的目标得以实现。
