新媒体语境下的公安微博舆情引导

以公安视角为切入点,探索微博环境下以新技术应对新技术引导舆情面临的挑战以及迅速发展的"官博"在规模与作用、个例与整体间矛盾突出,后继发展乏力的困境。就当前处置网络突发事件和涉警舆论实践中暴露出的引导语言缺位、引导话语无力、引导力量单薄等问题进行分析,并提出突破困境的具体对策:在方针原则层面,坚持群众路线、实事求是和理性包容;在引导策略层面,要及时应对、反客为主,理性平和、坦诚沟通,把控风向,引领舆论,密切协同、合力发声;在方法手段层面,要加强微博平台建设、完善微博舆情监测、创新舆情引导手段、培养引导人才队伍。

The Guidance of Public Opinion through Micro-blog of the Police under the New Media Context

From the perspective of public security, this article explores the challenges when use new technology to deal with new technology in order to guide public opinion under the environment of micro-blog, the contradictions of the booming “official blog” between the scale and the effect, the individual and the whole, and the difficulty of lacking strength in the subsequent development. The paper analyzes the problems exposed in the management of online emergencies and the practice of public opinion concerning policing affairs, for example, the deficiency in guiding words, the weaknesses of guiding language and guiding strength. Further on, the article puts forward some countermeasures：on the policy level, to insist on the mass line, to seek truth from the fact, to be reasonable and comprehensive;on the guiding strategy level, to respond timely, to gain the initiative, to be rational and placid, to communicate frankly, to lead the direction, to guide public opinion, to enhance cooperation; on the method level, to strengthen the construction of micro-blog platform, to improve the monitor over network public opinion, to innovate in the guiding methods of public opinion, and to train guiding forces.
