公安高等教育可信规模理论与实践研究

根据公安高等教育规模如何与公安队伍建设与发展相适应的研究目的,文章基于我国高等教育规模研究特点,结合公安高等教育规模的发展现状,从公安院校可实现办学规模、公安高等教育需求规模以及教育系统适应度三个方面,提出了公安高等教育可信规模的概念,探讨了公安高等教育规模与公安队伍建设的适应度、数量特征以及可信规模决策的数学模型。研究表明,公安高等教育可信规模的特点体现在办学规模的生产属性、需求规模的效用属性和矛盾转换的自适应属性,从而得出,公安高等教育规模系统是一个非平衡自组织系统,可信规模的量度是高等教育系统运行状态的有效判据。

A Study on Theory and Practice of Trustworthy Scale in Police Higher Education

According to the purpose of adapting the scale of police higher education to the police team construction and development,this article puts forward the concept of trustworthy scale in police higher education from the achievable scale of police colleges,demand scale of police higher education and fitness of education systems and probes further into fitness,quantity features,trustworthy scale decision-making between police higher education scale and police team construction,based on the characteristics of studying higher education scale in our country and combined with the development status of higher education scale.This study shows that the characteristics of trustworthy scale in police higher education are embodied in production attributes of school-running scale,effectiveness attributes of demand scale,fitness attributes of the contradiction transformation.Therefore,we draw a conclusion that scale system of police higher education is non-equilibrium and self-organizing system while the measurement of trustworthy scale is an effective criterion for the running status of higher education systems.
