“闯黄灯”处罚可行性研究

公安部于2012年10月8日新发布修订了《机动车驾驶证申领和使用规定》（简称123号令）和《公安部关于修改〈机动车登记规定〉的决定》（简称124号令）。在下发123号令和124号令的同时，下发了《公安部令第123、124号一百问》，文件中规定，抢黄灯行为属于违反道路交通信号灯通行，对驾驶人处20元以上200元以下罚款，记6分。新规定于2013年1月1日正式施行。但是在当前国内环境下实施难度很大，“闯黄灯”处罚不可行。

A Study on the Feasibility of ＂Running the Yellow Light＂ Punishment

＂Relevant provisions governing application for and use of driver＇s license for motor vehicles＂ （decree 123 for short） and ＂Ministry of Public Security on the decision of amending motor vehicle registration＂ （decree 124 for short） were issued and revised by the Ministry of Public Security of PRC on October 8th, 2012. At the same time, ＂One hundred questions of the 123ra and 124th decree of Ministry of Public Security＂ was issued and stipulates that the act of running the yellow lights belongs to violating road traffic lights, which will be fined from 20 Yuan to 200 Yuan, and 6 points to the driver. The new stipulates came into force formally on January 1st, 2013. However, it is very difficult to implement in the current environment and it is infeasible to punish ＂running the yellow light＂.
