侦查措施中警察公共关系传播的应用研究

在资讯高度发达的当今社会，侦查工作变得越来越透明，一方面这种变化有利于人权的保障，但另一方面却在某种程度上造成了侦查过程中敌暗我明的态势，使传统侦查措施遇到了困境。为了使侦查措施能够破冰前行，本文引入了警察公共关系传播的概念，尝试在保障民众知情权与侦查措施保密性之间寻求博弈的平衡点。最后，本文提出警察公共关系传播的引入必然需要专门的部门和专业的人才，从传媒手段和人才培养入手，讨论了如何构建适合当前警察公共关系传播模式。

A Study on Applications of the Spread of Police Public Relations to Investigation Measures

Information is highly developed in today＇s society. The investigation work becomes more and more transparent. On one hand, such changes are good for the protection of human rights. But on the other hand, such changes lead to the situation of suspects in the dark and police in the light, which makes traditional investigation measures in a dilemma. In order to make investigation measures break the ice and move forward, this article manages to find the balance point between protecting the public＇s right to know and keeping the confidentiality of investigation measures through bringing in the concept of spread of police public relations. In the end, this article put forward that the spread requires specific departments and specialized talents inevitably. Therefore, this article discusses how to build the spread mode suitable for police public relations at present from media means and talent training.
