公安执法质量监控体系的研究与实践

针对我国目前公安执法监控的现状及监督主体的职能分散、职责交叉,以点代面,监控力度不大,监控层级过多等问题,分析辽宁省本溪市公安局执法监控改革实践,建议公安执法质量监控通过制控法的执行过程、控制权力的动作过程,以ISO为载体,以全面质量管理理念为指导,建立相对独立的、俯视化内部监控主体,构建事前预警、事中监管、事后追责的执法质量管理体制,建立全覆盖、全流程、全方位的公安执法质量监控体系,推动公安执法规范化建设。
