德国出入境边防检查制度研究

德国作为欧盟成员国及申根国家之一,我们对于其出入境边防检查制度的研究却寥寥无几。本文从德国出入境边防检查制度入手,重点研究了德国出入境边防检查的法律基础、机构设置和检查模式,并从这三方面探讨改进和完善我国出入境边防检查的三项措施：进一步完善出入境边防检查法律法规;改革我国的出入境边防检查机关机构设置,建立统一的口岸查控与服务体系;进一步完善我国出入境边防检查运行体制。

A Study on the Exit and Entry Frontier Inspection System of Germany

Very a few studies are conducted on the exit and entry frontier inspection system of Germany,one of the member states of European Union and Schengen states.Starting from the point of the exit and entry frontier inspection system of Germany,this article discusses three corresponding measures of improving and perfecting the exit and entry frontier inspection system of China on the basis of mainly studying the legal bases,institution settings and inspection models of the exit and entry frontier inspection of Germany.They are： further improving laws and regulations of the exit and entry frontier inspection;reforming institution settings of the exit and entry frontier inspection organs of China to build unified port control and service systems;further improving the operation systems of the exit and entry frontier inspection of China.
