| 摘 要： | 在国际社会非传统安全问题中,海盗犯罪问题是一个很突出的问题.近几年来,海盗犯罪案件频繁发生,而且有逐年上升的趋势.其犯罪手段残忍、肆无忌惮,又形成集团化、组织化、国际化的态势,给世界贸易和海上安全带来极大威胁.国际社会现已充分认识到海盗犯罪的危害,正联手行动起来,增加警力,加大打击力度.

| Abstract: | Of international nontraditional safety problems, piracy is a main one. Recently, piracy happened frequently and took on a rising tendency. The crime's cruel means, unbridled behaviors and the tendency of forming groups, organization and internationalization bring great threat to world trade and maritime safety. International society has already known its harm and will unite together, increase police strength and strengthen cracking. |
