| 摘 要： | 19世纪50年代,上海租界内出现的巡捕房已经有着统一的指挥监督系统、经过一定训练的专职人员、内容详尽的法规章程,近代警察制度在我国已经出现,影响了中国早期改良思想家的警政理论。改良思想家分析了在中国建立警察制度的原因,探讨了途径和方法及其职责,阐明了在中国建立警察制度的必要性、紧迫性和可行性,为清政府办理警政奠定了一定的理论基础,推动了中国近代警察制度的创建。
