论我国危机应急机制的构建

公共危机是政治运行和社会经济运行过程中因人为或非人为的因素导致的各种危机。目前,社会公共危机已由非常态化的偶发转变为常态化的频发,应对社会公共危机的能力已成为衡量政府管理水平的一项重要指标。文章分析了公共危机的概念和特征、提出了建立一套比较完善的公共危机管理机制,包括加强和完善危机应急法制的建设、加强和完善危机应急管理体制、建立和完善综合危机应急反应机制几方面的内容。

On the Construction of Crisis Emergency Mechanism

Public crisis is all kinds of crisis by artificial or non-artificial reason in the political and economical life.How to deal with the public crisis has become one of important target of weighting government's management level.This thesis analyses the concept and characters of the public crisis.And there are legal provisions about construction of crisis emergency mechanism,including strenghening and consummating the legislative work,system construction,and mechanism construction.
