| 摘 要： | 黑恶案件具有不同于其他一般性团伙案件的特点，在侦查工作中发现难、追捕难、打击难。公安机关必须不断探索黑恶案件的侦查方法，用情报主导侦查，以谋略统领全案，侦查阵地前移，创造破案打击的外部条件，以实现“打早打小、除恶务尽”的工作目标。

| Abstract: | Underworld and vicious power cases are quite different from other common gang cases.It is difficult to pur-suit and fight against such cases.The police security should explore methods of underworld and vicious power cases inves-tigation,lead investigation by information,command cases by strategies,create outer conditions for fight against cases so as to realize the aim. |
