| 摘 要： | 当大多数人把农民工犯罪归之于其个人品质的同时 ,也必须注意到犯罪现象背后的非个人因素 ,包括社会的不公正、社会制度的不完善、农民工合法权益遭受侵犯和对农民工正当权益保护的乏力等问题。可以说 ,农民工的正当、合法权益能否得到保障 ,是解决农民工犯罪问题的关键所在。

| Abstract: | While owing the crimes committed by rural workers to their personal qualities, we should also pay some attention to the non-personal factors behind the crimes. These factors include the unfairness of the society, the imperfectness of the social system, the rural workers' legal rights being infringed, and the weakness in protecting their legal rights. |
