警察临战制度保障的若干思考

警察临战学的研究对象不仅包括临战指挥、临战心理、临战战术、临战处置,还应该包括临战保障等。但目前对于临战保障的研究,往往只涉及物质保障和警力保障,而对于警察临战中所运用的政策、法律、法规、规定、规则,甚至习惯等,还没有从“制度保障”的层面来认识。本文以处置突发性事件为例,用规范分析阐述了警察临战制度的内涵,用动态分析说明了警察临战制度的演进过程,用实证分析论述了要建立怎样的临战制度。
