| 摘 要： | 面对突如其来的社会安全事件，公安机关必须提高紧急警务的现场处置能力，而紧急警务处置行动的核心是指挥。紧急警务现场指挥既有一般指挥活动的基本属性，也有其特殊性。要实现紧急警务处置现场的统一指挥，必须解决好统一快速调度和统一协同行动两个关键问题；紧急警务现场统一指挥的核心环节是明确指挥主体、确定指挥关系、贯彻指挥决心和保障通信畅通等。由此，本文抓住这些核心环节，提出了紧急警务现场指挥工作规范基本内容框架，以期推进“紧急警务现场指挥条令或条例”等相关法规的制定。
