| 摘 要： | 加强外国人入出境管理是新时代背景下维护国家安全和提升我国移民治理能力的题中应有之义。当前我国外国人入出境管理存在配套立法缺位、体制运行不畅、监督机制乏力、保障体系不全等问题,构建面向全面贯彻落实总体国家安全观的外国人入出境安全风险防控体系迫在眉睫。对此,须运用法治化思维推进我国移民管理体制改革,在强化维护国家安全能力和满足外国人入出境需求的同时,应进一步健全和完善外国人入出境安全风险防控的法制体系、运行体系、监督体系和保障体系。
