高校电信网络诈骗打击防范困境破解——以上海市为例

高校电信网络诈骗具有手段多样手法隐蔽、分工明确组织严密、损失巨大危害严重等特点。近年来,高校频频发生电信诈骗主要源于个人信息泄露严重保管不当、高校防范宣传效果不佳、学生警惕防范意识不强等因素,而高校电信网络诈骗打击防范的瓶颈主要体现为案件侦办警力缺任务重、联动机制协同弱成效低、追赃抓捕难度大成本高。应强化校园诈骗防控网络,深化高校反诈队伍建设,优化防范打击合成战力,对高校电信网络诈骗进行严厉打击和全面防范。

Telecom network fraud in colleges and universities has the characteristics of various means of concealment,Clear Division of Labor,tight organization,heavy losses and serious harm.In recent years,the frequent occurrence of telecom fraud in colleges and universities is mainly due to such factors as improper custody of personal information leakage,poor effectiveness of preventive publicity in colleges and universities,and weak awareness of students to be vigilant and on guard,etc.,the bottleneck of the prevention of Telecom Network fraud in colleges and universities mainly lies in the lack of the task of the police force,the low efficiency of the linkage mechanism,and the high cost of the difficulty of recovery and arrest.It is necessary to strengthen the prevention and control network of campus fraud,deepen the construction of anti-fraud team in colleges and universities,optimize the ability of preventing and attacking synthetic warfare,and carry out severe and all-round prevention against telecom network fraud.
