| 摘 要： | 被不少国家采用的交通违章记分制在我国实施已近十年,取得了明显效果。但近年来,却遭遇了日趋严重的不法规避,暴露出交通违章记分制的诸多问题。交通违章记分制存在四个方面的规制缺陷,周期性记分值归零使法律威摄大打折扣,也给违章者创造了规避处罚的机会。

| Abstract: | China has brought the traffic peccancy points system which has been widely used by many other countries in the world into effect for about ten years,and acquires great advantages from it.However,the system confronts more and more serious illegal elusions in these years and reveals many problems and limitations.This paper is to perfect the system through analyzing four aspects of this system's limitations and proposing corresponding rebuilding strategies. |
