| 摘 要： | 重打击轻防范、基层基础工作薄弱是长期困扰公安工作的老大难问题。解决这一问题的思路是 :1 观念创新 :树立全新的防范意识 ,正确认识打击与防范的辩证关系。 2 警务机制创新 :构建以社区警务、阵地控制和单位内部防控为基础 ,以“1 1 0”指挥中心为中枢 ,以全时空巡逻防控为基本勤务方式 ,以快速反应机制为保障 ,以刑侦工作为攻坚力量的打防控一体化的社会治安防控体系。 3 坚持正确导向 ,探索、建立科学的绩效考核与激励机制

| Abstract: | To balance or coordinate attacking and precautions in public order, resolve the hard problem of local weak policing, the following points should be focused on: 1 Blazing new trails in ideas: to set up whole new precautions ideas, to understand correctly the dialectical unity between attacking and precautions; 2 Creating whole policing mechanisms: to establish a new model of dynamic preventive and control system of social public order; 3 Holding right direction: to build a whole new scientific encourage mechanisms for examination and evaluation. |
