| 摘 要： | 当前,我国社区警务工作存在一些问题。其主要原因是:社区警务固守传统观念,缺乏创新;社区警务、社会治安综合治理和社会治安防控体系三者之间在理解、运作中存在一些矛盾;社区警察职责权限范围和参与社会管理范围较小,不利于社区警务的运行。社区警务的核心价值是:提高社区公众的生活质量,减少犯罪对社区公众生活的影响,警察与社区公众相互协作、配合,共同化解产生犯罪和影响社区生活质量的各种不利因素。应改革和强化社区警务,摆正社区警务在公安工作中的位置,加强社区警务培训,社区警务与社区自治相结合,完善社区警务执法手段。
