警务风险管理初探

警务风险管理,是指对警察组织或依法履行职责的警察个人造成伤害、损失或负面影响,以及对顺利完成警务工作任务、实现警务工作目标产生阻碍的各种事件发生与否的不确定性。警察部门的风险管理最先是从美、英等西方国家开始的,其产生背景是:私有部门风险管理理论为警务风险管理提供了借鉴,减少警察伤亡迫切需要,适应新的警务模式、更好地预防和打击犯罪的客观需要,以及解决因警察执法责任问题产生的高额赔付的直接动因。警察部门的风险管理经历了三个阶段。警务风险管理的基本程序主要包括警务风险管理计划、警务风险识别、警务风险衡量、警务风险处理、警务风险管理效果评价。
