| 摘 要： | 突发事件预警管理体系主要由预警收集系统、预警分析系统、预警决策系统和预警执行系统构成,具有信息收集、数据处理、预警对策、风险评估、趋势预测等多种功能。突发事件预警管理体系的运行以预警收集为基础,以预警分析为重点,以预警决策为核心,以预警执行为目标。预警过程包括警源监测、警兆识别、警情分析、警度评估、警报发布和排警建议。
