| 摘 要： | 公安机关加强社区警务建设,就是追求善治的过程.社区警务也是福柯所说的治理术的表现.同时,社区警务还可以用国家治理单元理论来加以阐释.社区警务以群众需求为导向,突出强调了以人为本原则.社区警务的新进展主要有:合理配置警力、全力推进警力下沉;合理划分警务区,建设形式多样的社区警务室;完善社区民警工作制度;创新社区警务机制,加强基层政权建设;完善社区治安防控体系;建设民生警务,加强警察公共关系.公安机关建构和谐社区公共安全秩序的努力,就是在塑造一种公共安全精神,以赢得广大民众的信任,强化民众对国家的忠诚.实施社区警务战略,意味着国家与社会关系的良性互动.
