| 摘 要： | 恐怖主义是由个人、群体、组织甚至国家基于政治目的 ,为了在尽可能广泛的范围内制造恐怖气氛 ,针对政府、公众或个人使用暴力或以暴力相威胁的行动。恐怖主义是现代社会的产物 ,现代社会特殊的政治、经济、意识形态催生了恐怖主义 ,现代社会的技术条件使恐怖主义成为可能。
