关于社区治安防范实行现代警务机制的探索与实践

实践证明 ,实行现代警务机制是当前社区治安防范的必然要求和有效途径。大连市公安局中山分局针对城市社区治安特点 ,积极推进社区治安防范现代警务运行机制 ,从五个方面进行了探索与实践 :一是以科技为支撑 ,发展电子警务 ,对社区实施全天候科技网络防范 ;二是“1 1 0”进社区 ,以动制动 ,提高快速高效处警能力 ;三是专群结合 ,实行“网络化”巡逻机制 ,加大对社会面的全方位控制 ;四是加强社区警务室规范化建设 ,发挥社区警务工作前线“指挥部”作用 ;五是加强队伍管理与培训 ,为现代警务机制提供素质保障。

To Explore and Practice: How To Put into Effect the Mechanisms of Modern Policing Involving in the Prevention and Control of Community Public Order

To implement the mechanisms of modern policing is the necessary needs and the efficient way in prevention and control of community public order today.Zhongshan sub bureau in Dalian City Bureau practices dynamic operating mechanism of prevention and control of community public order positively.To summary up their theories and experiences of exploration and practice include five points as followings:First,to develop Elec policing and to put into effect science and technology network for prevention and control of community all day and night on the basic of science and technology;Second,to introduce"110"to community and to enhance decision making ability of policing efficiently;Third,to carry out the mechanism of"inter network"patrol and to control the whole society strongly on the combination professions with lay men;Forth,to establish the regulation of community policing offices and to bring the initiative of the function of"command head";fifth,to enhance the team management and training of police and to provide good quality for the mechanism of modern policing.
