制度创新是21世纪公安工作的主旋律(上)

制度创新是 2 1世纪社会发展的主流意识。作为社会政治经济稳定基石的公安机关 ,对此应该有全面的认识。制度这个概念本身有两方面的含义 :从微观上讲它是要求大家共同遵守的办事规则或行动准则 ;从宏观上讲它是在一定历史条件下形成的政治、经济、文化等方面的体系。创新具有明显的主观意图 ,其结果就是推广和应用新的事物。要进行制度创新就必须有创新人才 ,创新人才的培养是制度创新的基础。公安机关应建立由公安部牵头的、以基层公安部门为依托的制度创新体系 ,进而全面促进 2 1世纪公安工作的发展。

Bringing forth new ideas in system is the main melody in the 21th Century,which the public security organs should have a thorough understanding.Training people bringing forth new ideas is the base to bring new ideas on system.The public security organs should establish a system which favors bringing forth new ideas,with the Ministry of Public Security as the head,and the backing of the public security organs at the grass-roots so as to promote the policing development in all-sides in the 21th century.
