| 摘 要： | 军工科研院所的企业化转制是我国科研体制改革的重要内容,是国防科研体制的制度创新。军工科研院所担负着国防科研任务和履行着国家安全职能,因而其企业化转制面临着怎样兼顾国家利益与自身利益关系、怎样协调军品科研与民品科研关系和如何处理军品市场特殊属性与企业法人一般属性关系等困境。为了有效地推进军工科研院所的企业化转制,需要在经费保障、结构调整、转制模式等方面采取有效的政策措施。

| Abstract: | The predicament is how to take into account both national security and enterprise interests, to harmonize between military products and civil products, to resolve the contradiction between the particularity of military product market and the universality of civil product market. The countermeasure is to take effective measures with regard to source of fund, adjustment of structure, model of transformation, and so on. |
