福建省服刑人员医疗保障认同度调查

服刑人员医疗保障不仅是其人权保障的重要组成部分，也是确保监管改造工作持续安全稳定的重要基础。调查表明，对服刑人员实施“全额医保”模式并不能得到监狱、监狱民警以及服刑人员在价值观念上的认同和行动上的支持。规范服刑人员的劳动报酬、将服刑人员纳入全民基本医疗保障体系、实现监狱医院的社会化医疗管理模式是破解服刑人员医疗困境的关键。

Investigation on the Identity of Health Care of Prisoners in Fujian Province

The prisoners＇ health care is not only a key part of their protection of human rights, but also an important foundation to ensure the sustained safety and stability in prison management. The investigation shows that the implementation of the mode of ＂full medical insurance＂ for prisoners cant get ideal acceptance and the action support by prisons, prison guards and prisoners. The key to break the predicament of prisoners＇ health care is to standardize the prisoners＇payment of labor, to bring prisoners into the national basic health care system and to realize the medical management pattern of socialization in prison hospitals.
