Self-administration is the logic in the development of grassroots democracy in China＇s rural areas. Firstly, the set-up of the public policy is the foundation of excising of self-administration ,which in turn provides correct value of the implementation of policy. Secondly, economic development in the rural areas is intertwined with the grassroots democracy development and the former part speed up the transformation of social pattern and forming of democratic values. Besides, the implementation of public policy and the degree of public political participation are the key triggers of political stability in the rural areas, which not only helps to develop the democracy ,but also maintains the economic prosperity and social stability in rural areas.
