农村公共文化民生建设的理论原则与实践途径——以吉林省为例

保障和改善文化民生不仅是满足人民群众精神文化生活需求的现实任务,也是维护和保障公民文化基本权利实现的具体体现。这对政府健全公共文化服务体系提出了更高的要求。为满足这一要求,政府在改进提供公共服务方式,加强公共文化民生建设过程中要遵循公平适度、需求导向、社会协作的三条原则。在公共文化民生建设过程中,要推进队伍建设,为文化发展储备优秀人才;推进制度建设,为文化发展提供制度保证;推进社会建设,为文化发展提供发展载体。

Theory and Practice of Public Culture Livelihood Construction in Village——A Case of Jilin

Guaranteeing and improving cultural livelihood is the practical task of satisfying people＇s need of spiritual and cultural life as well as the manifestation of protecting the fulfillment of citizens＇ basic rights on culture, which brings higher requirement to the government to perfect public culture service system. In order to meet this requirement, the government has to follow three principles in the process of enhancing public culture livelihood construction when it improves the way of providing public service, the principles are fair and moderate, demand orientation, social coordination. In the construction process of public culture livelihood, it is needed to concentrate on team building and talents reserve, and to promote system construction and social construction for culture development and for providing carrier to culture development.
