| 摘 要： | 行政法律文化的创新要逐步建立和完善现代行政法律制度,确立现代行政法律意识,从行政管理法律文化向控权型或平衡型行政法律文化转变,走行政法律现代化的普识之路。从行政法律文化的发展趋势上看,中国的行政法律文化不仅应该向行政法治文化发展,也体现在其应进一步向宪政文化方向发展。
