刍议政府治理创新中的公民网络参与

公民网络参与作为公民参与的一种新方式,以其独特的优势在政府治理中彰显出其自身的价值和意义,但是又因为互联网自身的特点在政府治理创新中也产生出一些不可避免的问题。针对这些问题,分析其问题的症结所在,可以从参与主体、技术机制、法制建设三个视角去寻求政府治理创新中公民网络参与提升的对策和思路。

Citizens Participation Through the Use of the Internet in the Innovation of the Government Management

The participation by the citizens through the use of the internet as a new way in the government management has its unique value and superiority which, however, also encounters some inevitable problems because of the intemet＇s own characteristics, the solution to which can be worked out in the three angles： the people who participate, the technical support and the rule of law.
