挑战与应战:公民社会下的村级党组织领导

农村基层党组织是党的路线、方针、政策在农村的贯彻者、宣传者和执行者。但是,在公民社会兴起的大潮中特别是村民民主自治进程的不断推进,使村级党组织的领导核心地位受到了前所未有的挑战。提升执政能力,巩固党在农村公民社会发育中的领导地位;扩大党组织的覆盖面,拓展党在农村公民社会发育中的领导空间;明确村级党组织的功能定位,创新党在农村公民社会发育中的领导方式,是公民社会兴起下村级党组织实现领导方式创新的重要途径。

Challenge and Countermeasures:On the Leadership of CPC's Organization at Village Level in Citizen Society

CPC’s organization in rural areas is the subject to spread out and carry out CPC’s route,principles and policies.However,along with the occurrence of citizen society and the development of democracy and self-rule in rural areas,the core leading position of CPC’s organizations at village level is facing greaterchallenge than ever.In order to improve their leading mode,these organizations should take responding measures： to enhance their administrative ability to consolidate CPC’s leading position in rural society;to admit more party member to enlarge CPC’s leading space;to correctly define the function of these organizations to upgrade their leading mode.
