| 摘 要： | 加强社会管理能力建设,是时代提出的新要求和党的建设新课题;加强社会管理能力建设既是一个涉及到理念、内容、方式和手段等多方面的问题,又是一个将理念内化于心、外化于行,思维模式不断调整,知识不断充实并逐步增强能力的过程;寓能力建设于学习型党组织建设、创先争优活动和高素质干部队伍建设之中是加强社会管理能力建设的基本途径。

| Abstract: | It is a new requirement in current situation and a new subject of Party’s construction to enhance social management capability construction,which is not only an issue related to idea,content,method and measure but also a process of internalization and externalization,and a process of constant adjustment of way of thinking and knowledge enrichment and enhancement.The combination of capability construction with learning-oriented Party organization,striving for the best and high-quality cadres cultivation is the basic path to enhance social management capability construction. |
