| Abstract: | Governing according to law is the key for ruling party to achieve ruling a country according to law. Ruling party governing according to law must innovate systems from the following aspects: the relationship between leading power of ruling party and state power must institutionalize; supervision over the power of ruling party must institutionalize and the ethics of ruling party's power must also institutionalize. |
