| 摘 要： | 文章以第三部门和民间组织发展为视角研究和谐社区的管理，对于第三部门组织在社区治理方面所表现的新功能与构建和谐社会而发挥的独特作用进行了概述，并对政府怎样监管和调控第三部门，充分发挥民间组织的积极作用，抑制其消极作用提出了对策建议。

| Abstract: | This article tries to study the management of a harmonious community from the angle of the third sector about which it talks briefly about its new function and its new role. And measures have been proposed on how the government will supervise the third in order to bring its positive role into full play while at the same time checking its negative role. |
