| 摘 要： | 服务型政府是一种全新的政府行政模式,其创建将对我国公务员能力建设产生重大影响。公务员能力建设要突出核心能力这一重点内容,为此,必须明确界定服务型政府模式下公务员核心能力框架。公务员核心能力建设应采取培育行政新理念、激励公务员自我提高、加强国家规划和指导工作、改革完善公务员制度、强化公务员培训及公务员效能监督等措施。
